Automated Informational System (AIS) KoltsoAIS Koltso is Automated Informational System which is meant for registration, calculation, control and analysis of financing activities of taxpayers in inspectorates of Federal Tax Service of Russia. It consists of two parts:
The "legal entities" subsystem is intended for automation of inspectorates' activities in the sphere of taxation of legal entities and it consists of the following softwares:
The software Enterprise registration is intended for collection and receipt of information about companies in the district, companies' promoters: legal entities and individuals. The software Cameral checks (Balans-2) is intended for automation of the process of acceptance interim and annual book-keepings as well as tax accounts (declarations) of companies which are registered in the tax inspectorate. The software Personal accounts of the companies is intended for conducting the taxpayers (legal entities) personal accounts and assignments of payments to the budget. The software Analysis of the company stain is intended for carrying out the analysis of the company results, based on the data, which is formed during the registration and cameral checks. This program is provided with query language system, which is oriented on expert in the particular sphere. The software Connection between inspectorate and bank is intended for bank extract transformation to tax inspectorate and automatic delivery of paying documents to the companies' personal cards and registration of received sums. The connection is accomplished through modem or floppy disc. There are flexible settings for the structure of the extract which is transferred by bank. While using this program, the quantity of the unknown payments reduced by 30-35%. The software Termination of operation through the accounts of the companies in financial-credit institutions is intended for automation of termination / resumption process of the settlement account of companies, which haven't handed in the documents of tax accounts to the tax inspectorate in time. Together with this the necessary documents are formed and the deadlines of fulfilling the operation are checked. The software Documentary (traveling) checks is intended for automation of the Tax Federal Service activity during the forming of decisions and documentary check register, their legalization and registration by the chief of Tax Federal Service and chief of the department of documentary (travelling) checks of the companies - legal entities. The software Administrative penalties is intended for automation of the Tax Federal Service activities while assignments, registration and checking the administrative penalties from the directors of companies - legal entities. The software Cash-control machines is intended for registration of the owner if cash-control machines: legal entities and individuals, handling the documentary checks of these owners and forming the book-keeping. The software Administrator is intended for changing the system configuration and delimitation of the access to the files of software "Koltso". The access to the program is allowed only to the system administrator. The software Integrated report of personal accounts is intended for receipt of different data about personal accounts of the companies, which are registered in the tax inspectorate. The software Book-keeping is intended for receipt of the book-keeping documents about the rating authority activities according to the forms set up by the Tax Federal Service of Russia and their transformation in the necessary format and on the electronic carrier. The software Individuals of the AIS Koltso is intended for automation of Tax Federal Service of Russia activity in the sphere of taxation of individuals. The subsystem Individuals is used for solving the tasks of automation the activities of tax inspectorates in the sphere of collection, storage and accumulation of information about taxpayers - individuals, about carrying out the calculations and tax charging, as well as controlling the receipt of payments to budget in time. The currently spread version of the system consists of eight logically and programmatically bound specialized versions:
